Notice of Solicitation for Candidates in the Town of Elsmere’s 2023 Biennial Municipal Election to be held on Saturday, April 29, 2023.

Anyone wishing to be considered as a candidate for the position of Mayor or Councilperson must file as a candidate for election on forms provided by the Town by no later than 7:00PM on Monday, February 6, 2023.

The forms required for registration as well as the qualifications for each position, are available at the Elsmere Town Hall located at # 11 Poplar Avenue, Elsmere, Delaware 19805.

The offices up for election and terms for those offices are as follows;

Mayor

(A two-year term)

1st District Council

(A two-year term)

2nd District Council

(A two-year term)

3rd District Council

(A two-year term)

4th District Council

(A two-year term)

5th District Council

(A two-year term)

6th District Council 

(A two-year term)

 

Candidate qualifications for the office of Mayor and Council are as follows:

All Candidates must be a qualified elector of the Town of Elsmere, at least 21 years of age (Thirty (30) years of age in the case of the Mayor) and have lived in the Town of Elsmere for at least one (1) year (Three (3) years in the case of the Mayor) prior to April 29, 2023, is eligible to file as a candidate for the office of Mayor or Councilperson; provided that any person elected to the office Council must, at the time of his or her election reside in the district from which elected. Candidates may only file for one office.

All Candidates filing for office must file a certificate of intention, or a statement of organization, establishing a campaign committee with the State Election Commissioner no later than seven days after declaring their candidacy.

 

The forms required for registration, as well as the qualifications for each position, are available below as well as can be picked up at the Elsmere Town Hall located at #11 Poplar Avenue Elsmere, Delaware 19805.

At the time of filing a fee of $72.00 for the office of Mayor and $60.00 for the office of Councilperson must be paid.

The normal operating hours of the Town Hall are 8:00AM to 4:00PM Monday through Friday except holidays and will be open on February 6, 2023 until 7:00 PM.
