FOIA Request to University of Delaware Regarding Chinese National Students on June 4, 2025.

As part of our ongoing commitment to transparency and accountability in local governmental affairs, North New Castle News has submitted a Freedom of Information Act (FOIA) request to the University of Delaware. This request seeks detailed information concerning Chinese National students currently enrolled at the university.

The specific requests made under the Delaware Freedom of Information Act § 100001 et seq. include:

1. Documents or lists identifying all current students who are Chinese Nationals, along with their respective departments of study. If such information is protected, we have requested the total number of these students and a breakdown by department.

2. Details regarding scholarships awarded to Chinese National students, including the amount received and the source of each scholarship.

3. A list of recipients for any scholarships granted by entities affiliated with the Chinese Scholarship Council, if not already covered in the previous request.

4. Policies or procedures that outline how the university monitors its students, including those who are Chinese Nationals, to safeguard intellectual property and other confidential information.

This request is made on behalf of North New Castle News and The Coalition Opposing Governmental Secrecy—a Missouri-based non-profit organization dedicated to enhancing public understanding through transparency initiatives. As members of the media, we emphasize our role in gathering news for public dissemination and hold that access to such records is crucial for maintaining institutional accountability.

We have also requested a fee waiver due to our status as media professionals committed to providing transparency and informed reporting to the public.
